As defined by the United States Department of Health and Human Services (HHS), a disease is any abnormal, persistent abnormality in the functioning of the body. A chronic condition is any abnormality in a patient’s ability to function normally. Disorders and diseases are classed as such based on the symptoms that are present and the severity of the disorder or disease. The term “quality of life” is used to define the quality of life after a diagnosis of a disorder or disease. All disorders and diseases should be monitored and included in the definition of wellness.

For instance, Bill Norton’s Basic Principles of Public Health write that “by preventing disease, we can preserve the strength and vitality of our social institutions, our economy, and our welfare,” and that “by controlling disease, we can improve the quality of life of all individuals.” Similarly, The Handbook of Public Health Education emphasizes the prevention of disease because of the importance of healthy environments for the prevention and treatment of disease: “epidemics threaten the fabric of society because of their adverse consequences on the health of those living in the community.” In essence, prevention and control become synonymous with the well being of society as a whole.
